Nagano Prefectural Art Museum

The Nagano Prefectural Art Museum sits in Joyama Park directly beside the great Zenko-ji temple, and its striking contemporary architecture makes a deliberate dialogue between old and new. Reopened in 2021 after a full rebuild, the museum was designed to blend into its sacred surroundings with a low, open, garden-like structure that invites people to flow through and around it rather than merely enter and exit. Its signature feature is the Landscape Terrace on the roof, a broad, shallow sheet of water that mirrors the sky and perfectly frames the sweeping roof of Zenko-ji and the mountains beyond — a free, much-photographed vantage point that has quickly become one of Nagano's favorite spots.

The museum has two main components. The main building hosts rotating exhibitions of Japanese and international art, with a particular focus on works connected to Nagano and the surrounding Shinshu region, whose dramatic mountain landscapes have inspired generations of painters. Its galleries, cafe, and open 'commons' spaces are designed to feel welcoming and unstuffy, and much of the ground level and the rooftop can be enjoyed without a ticket, making it a genuinely public place rather than a hushed vault.

The emotional heart of the museum is the adjoining Higashiyama Kaii Gallery. Higashiyama Kaii was one of the most beloved Japanese-style painters of the 20th century, celebrated for his serene, contemplative landscapes — misty forests, still lakes, snow-covered roads, and a recurring solitary white horse — rendered in luminous, meditative blues and greens. Because of his deep ties to Nagano, the artist donated a large body of work to the prefecture, and this gallery holds the world's most important collection of his paintings. Rebuilt alongside the main museum, the space is calm and dimly lit to let the paintings glow, and for many visitors it is a quietly moving experience, the visual equivalent of the hush inside the neighboring temple.

The museum's location could hardly be better. It stands within the temple precincts of Zenko-ji, so a visit pairs naturally with Nagano's most famous sight; you can tour the temple, walk its historic approach street, and then step into the museum for art and a rooftop view, all within a compact, walkable area. Cherry blossoms brighten Joyama Park in spring and maples color it in autumn.

To get there, take a bus from Nagano Station toward Zenkoji and alight near the temple; the museum is a short, signed walk away. The building is fully accessible, with a cafe and shop on site, and rotating exhibitions mean there is usually something new to see. Whether you come for the Higashiyama Kaii paintings, the architecture, or simply the free rooftop reflection of Zenko-ji, the museum adds a graceful modern note to Nagano's ancient spiritual center.
