The Kobe City Hall Observation Lobby offers one of the best-value viewpoints in the entire city: a free, indoor observation floor on the 24th storey of the City Hall's No. 1 building, right in the centre of downtown Sannomiya. With no admission charge, no mountain to climb, and generous opening hours that stretch late into the evening, it is the savvy traveller's answer to Kobe's paid towers and cable-car summits.

Because Kobe is wedged between the Rokko mountains and the sea, even a mid-height city building commands a remarkably complete panorama, and the 24th floor delivers it in air-conditioned comfort. To the south the view runs out over the harbour — the distinctive lattice of the Kobe Port Tower, the wave-roofed Maritime Museum, the cranes and gantries of the working port, and the dark expanse of Osaka Bay beyond. To the north rise the green (or, in the cooler months, russet) slopes of Mt. Rokko and Mt. Maya, studded with the buildings of the Kitano foreign quarter. To the east and west the dense grid of the city stretches away toward Osaka and Akashi.

The lobby is at its most rewarding after dark. As the sun sets behind the western mountains and the harbour lights blink on, the whole southern view becomes a glittering nocturne, with the illuminated Port Tower as its centrepiece — and you get to enjoy it warm, dry, seated, and entirely for free. A cafe-restaurant on the floor means you can nurse a coffee or a meal by the windows, making it a genuinely pleasant place to pause rather than a quick photo stop. It is an especially good fallback on cold, wet, or windy evenings when the exposed mountain viewpoints are uncomfortable or closed.

The practicalities could hardly be simpler. City Hall sits about a five-minute walk south of Sannomiya Station — the city's main transport hub, served by JR (Japan Rail Pass covered), the Hankyu and Hanshin private lines, and the municipal subway. Just enter the No. 1 building, take the elevator to the 24th floor, and step into the lobby. It is open until 22:00 daily, from early morning on weekdays and from 10:00 at weekends and holidays, giving plenty of flexibility to catch either a daytime or a night-time view.

Do not expect the dizzying elevation or the total, horizon-to-horizon sweep of Kikuseidai or Tenrandai — this is a city-level rather than a mountaintop vantage, and some of the view is framed by nearer buildings. But for a free, central, comfortable, all-weather panorama that takes only minutes to reach, it is unbeatable. Allow around 25 minutes for a look, or longer if you settle in at the cafe. For travellers watching their budget or their schedule, the City Hall lobby is one of Kobe's smartest viewpoint secrets.
