JR Tower Observatory T38

T38, the JR Tower Observatory, is the highest public vantage point in Sapporo, perched on the 38th floor of the 173-meter JR Tower that rises directly above the main railway station. Opened in 2003 as part of the giant station-and-shopping complex, it offers a modern, comfortable and genuinely panoramic alternative to the older Sapporo TV Tower, and because it sits right at the transport hub it is one of the easiest sights to reach in the entire city.

At roughly 160 meters above the ground, the observatory wraps the whole floor in glass for an uninterrupted 360-degree outlook. To the south the city grid marches toward the mountains, with Odori Park, the TV Tower and the Susukino district laid out below; to the north you look over the rail yards and the suburbs spreading across the Ishikari plain; and on clear days the surrounding ranges, including Mount Moiwa and, in the distance, the peaks around Otaru, frame the horizon. Because Sapporo is a low-rise, grid-planned city, the view is especially clean and readable, the blocks and boulevards forming an almost diagrammatic pattern.

The deck is designed for lingering. A stylish cafe-bar called SORA serves drinks and light meals beside the windows, so you can nurse a coffee or an evening cocktail while the light changes, and soft lighting keeps window reflections low for photography. A small gift shop sells Sapporo souvenirs, and the atmosphere is calm and uncrowded compared with the more touristy TV Tower — many visitors have the glass almost to themselves on a weekday.

One quirk has become a minor celebrity in its own right: the men's restroom features a wall of glass above the urinals, giving what is often called one of the finest "loo views" in Japan, looking out over the city while you wash up. It captures the tower's easy, unpretentious appeal.

The view is spectacular by day but truly comes alive after dark, when Sapporo's grid dissolves into a carpet of light and the illuminated arteries of Odori Park and the station district glow below. In winter the snow-covered city under a clear night sky is particularly beautiful, and the warm cafe makes a perfect refuge from the cold outside.

Access could hardly be simpler: from Sapporo Station, follow signs to the JR Tower, take the elevator to the sixth-floor entrance and ride the dedicated lift to the 38th floor. Allow around forty minutes for a full circuit and a drink.
